By turn 2 or 3 i pretty much always have a full stack and a small stack garrisoned inside the capital. They had a bit more units at Hard, but nothing that i couldn't deal with. If they own two different provinces, they can recruit 3-4 units in both ot them, which is 6-8 per turn. That's 3-4 depending on buildings or edicts. Well, with bonuses they can certainly recruit larger armies than you at the very beginning, but they can't recruit more units per turn than you.
